The state's cuts to safety-net programs for low-income children, seniors and those with disabilities threaten to leave California communities without the ability to handle a growing and aging population, according to one advocacy group's findings.

The California Budget Project released a report - ahead of Gov. Jerry Brown's May budget revise - that says the state has cut a total of more than $8billion to CalWORKs, the state's main welfare program, and the Supplemental Security Income/State Supplementary Payment program between 2008-09 and 2011-12.
