The headline "Can Redlands to be an A-plus city?" (July 4) is certainly thought provoking. The past and present councils as well as the department managers have not demonstrated a degree of fiscal responsibility needed to properly administer a budget for such a city.

The present budget is "balanced" due to unfilled service positions. The Blue Ribbon Committe is supposed to get creative in finding ways to increase cash flow. We need to stop city cash flow in a number of areas such as supplementing income for billionaires such as the Walton family and Krikorian. Of course, less wealthy persons like the Braswells, Dangermonds and retired police lieutenants have also benefited at the expense of city taxpayers.
