I was one of those at the meeting that strongly opposed any zone change for this area. While the article ("Compromise offered on apartments," April 27, Page A1, Daily Facts) correctly noted that a very small area between Ford, the freeway and Highland is designated medium density in the General Plan this is the ONLY section in the northeast quadrant of the city so designated except for the newly constructed senior housing development across from the Mormon facility on Fifth Street. All of the homes in this quadrant bounded by Citrus and the freeway are single-family homes. I think that includes the references senior housing development.
The change in the General Plan was probably stealthily made in the 1995 revision and although adjacent property owners are required to be notified of zone changes, that is apparently not the case with the General plan. None of the adjacent property owners I have talked with can recall any notices and I am sure they would have remembered such a notice and react.See the full content of this document
